No I dont believe that you are overeating, as you obviously care about this dog and its life/future. Unfotunately what some people do and say are polar opposites. Not much you can do if they negged on a agreement, however if there is a contract perhaps that will stand? However they might just want to create a bond without any interruptions as such or they simply forgot
